Running it in .bat way and admin mode gives an error box that says ....
Windows cannot find eqgame.exe Make sure you typed the name correctly and try again. But in NON Admin mode it logs in the same way as in the above video so ...

The game is starting it seems the server is not letting you connect.
Need to know the step up in the house two or three computer on the same connection?
(you did say gaming rig)
How many are playing project 1999?
Try hitting RED/Blue/agnar server. ( a different server then you want to go to)
if that goes forward then you need an IP Exemption.
If all else fails, uninstall every thing and start at step one on the getting started area.

For your batch file in Admin mode you probably need to edit it so that it says:
start c:\eq-emu\eqgame.exe patchme
Where is the link to your .ini file?

Other machine that has P99 on it is an Alienware Laptop, specs are slightly lower than my primary machine. Both win7.
This machine plays Live perfectly, but on the emu when I go to a non p99 server when I get to the character select screen the character is all glitchy and jerky and it wont let me leave the game unless I go into task manager and shut the process down.
I am not playing multiple PCS on P99, I simply meant its installed on another machine and plays fine, but wont with this new machine.
I have uninstalled many times and I installed Titanium straight off the disks, BUT even with the digital Titanium version I have same issue

try WINEQ2 - worked for me
Copy the folder over from your alienware laptap... I've moved my p99 install between 3 systems that way. Note that you may have to rename the eqclient.ini file (it'll recreate itself when you launch eqgame).

some silly questions. what is your gpu and cpu? Are you overclocking anything and are you sure? even check bios to make sure.
Have you tried connecting to another server, say PEQ or P99 Red? Just to see if the issue is not server specific?
Are you trying to run it in windowed or fullscreen?
Have you tried closing every other program and then trying to connect?
Do you know how to do a Trace Route and read it, try that, google how to if you don't.
Are all your drivers up to date?
Edit: sorry for all these silly lame questions, trying to help is all.

He's been at this for almost a year. His rig is cursed. I've taken a few cracks and tried everything I know it just doesn't want to work.

oh,.. :( well that stinks
There was a shocking number of bizarre reasons this problem could happen that I came across. Figured I'd ask a few questions but if it's a hopeless cause not much can be done. Maybe a VM? heh
