What happened to the buff duration since the patch?

It was fixed..O'keils only has a 2 tick duration

Can anyone point me to the evidence regarding this nerf, or the patch note that describes this nerf? Would greatly appreciate the clarification.

Most mana efficient wizard spell NERFED? Hard to believe it's really supposed to have a 2 tick duration.

Nibble you should cast this on yourself without boots to see if the O'Keils is nerfed on that end, too.

Bard velious breastplates also don't take into account the instrument mod when they are clicked. So, the Selo's Song of Travel is much slower, even with drums equipped, than the actual song.
