From a technical stand point, what does 'servers down for maintenance' actually mean?

Like do they need dusting or what? I'd love to know what this oft read phrase actually means!

I'm going to guess that the Database tables are reindexed and defragmented. Transaction log files tidied up a bit.
Disc space cleared of temporary files.
Empty working slots of memory cleared and released back to server OS.

You know, the basics ;)
