Level Restrictions on Unrest?

I feel like this is some sort of bug since I used to bring level 1's here for PLing all of the time but I got a message today when I tried to bring my level 1 monk into Unrest saying "You are not yet experienced enough to pass through an inter-planar portal." Pretty sure unrest isn't a planar portal so this seems like some sort of bug.

You've got to be level 5 to zone in. This was put in place a few years ago to stop people from creating level one characters and griefing zones.

Yeah you likely have to be 5. In years past, hackers were making level 1's, porting on top of people, and training them.
