Sanctuary is the main leveling guild. Red is > blue in every way.

The group exp bonus on red is probably one of the most underrated features red has. People who play red know about it well but blue players who are afraid to try red have no idea how nice it is. Find a group, use OOC to find someone around your level. Even if it's someone's alt.
