Fascism = national brotherhood, you have a civic duty to both your government and your fellow citizens, idealization of the nation-state as a projection of the collective interest of the people as a whole, notions of cultural, philosophical, or racial purity. Economically liberal, welfare state, etc

Corporate oligarchy = The people who own the country do whatever the fuck they want policy-wise. Materially, it stems from hyper-individualism, as opposed to the collectivism required by fascism. The voters who put people like this (Trump) in office think he's going to release them from responsibilities toward other people, whether that's healthcare, welfare, or accepting immigrants. Of course, he doesn't, it's all just a rape of the american people, but they don't know that.

You are almost correct, I think you somehow forgot a couple of key words, so I added them. Government constantly fails, and miserably so. But that is always attributable to non-liberals infecting the bureaucracy and throwing wrenches into its workings.
