Seems to wonder through the ruins near Kaesora exclusively. Quotes Im reading lead me to believe this incorrect.

Though he can sometimes be found on the beach, he pops in abandoned city with kaesora zone. He is supposed to be guarding kaesora from the silly newbs in the zone.

This guy supposedly "Guards the ruins of Kaesoa" however he has killed me while I was hunting by the Kurn's ramp and when I was messing around on the beach. This d00d does not stay there he ends up everywhere!

HOWEVER
When Kurns was made a bindboint this NPC was removed as it would be suicidal for most low level characters. Can provide ample evidence for that if need be.

There is a good chance the sightings at Kurns is by newbs who aggroed this guy and trained him over to Kurns Tower as it was the closest zoneline they were able to find (they may not know about the kaesora one).

Sightings at the beach may have been due to being used as a charm pet against the tunnel iksar or enc epic monkey?

Ever since the ruins were made a bind point, I never saw the Targishin again. If he wasn't wandering outside the pit, he'd always be in one of the ruins inside the overall ruins, pacing back and forth with a scoprion...now only the scorpion is there. This is on Rodcet....I noticed some things are different on different servers.

New bind locations have been added to three zones in the world - One on Antonica and two others on Kunark. NPCs at these locations can fill you in on the details. Good hunting.

After reading all the comments, I'd say he should still spawn and roam in the northern part of the zone somewhere. I'd like to find more info first.
