1. Because you can zone there at 1.

Yeah it's level 5 because of some people training others with lvl 1 characters. Found out when I couldn't zone a level 2 halfling rogue into lower Guk for the mask.

Pretty much all dungeons also have the lvl 5 rule

Why would it not be 1? You can go there at 1. You won't be able to kill anything but that wasn't the question.

Yeah it's level 5 because of some people training others with lvl 1 characters.

Do you think that I pulled a random idea that I wouldn't be able to zone in from nowhere and made a thread about it? It would not be 1 because it clearly isn't 1, because I ran a level 1 there and was denied entry. You cannot go there at 1.
