Who and Who ALL functions

So every once in a while my /who and /who all wont net any results unless I type in the full name.

Why?

Some of the functions only work in certain zones. It's annoying. Nobody knows why.

Some names cannot be queried on a /who because the name matches partially to a zone name. The most (in)famous example is Chest. I think you either had to put him on your friends list or do /who all "chest" to find him.

I have been to a couple different zones. For example you used to be able to do

/ dial and see all the Dappers in the zone now nothing.

Maybe the server is just having a bad day
