Stuns

I just started a cleric for the first time since live release and have been casting stun to interupt some halfing druids. It says the stun is suppose to last 4s. But haven't had one do anything more than interrupt them. They just instantly recast heal/nukes. Is this a bug?

It can last UP TO 4 seconds.

Is there a stat modifier applied or is it like the monk staff that only lasts more than a interrupt every 500 procs? Random panda duration?
