My understanding is this piece is not MQ'able, so if you're looking to buy I think you'll need to be ready to pick it up yourself. Aka buying loot rights vs MQ.

You can't mq sky quest pieces to complete a sky item. You can mq the item (black silk cape) to complete that portion of the necro epic quest.
