Froglok nok shamans in FV don't seem to be dropping a properly named "Shaman Powder" often enough, as per (emphasis mine):

--I found my froglok nok shaman by going to Ruins/Leechfields in FV (look up the old maps on eqatlas.com if you don't know it). It dropped off every one of the "froglok nok shaman"s that attacked me.

The Shaman Powder is a black pile of dust. If you have white Shaman Powder, you probably killed a Tsu Shaman. I would say that the Nok Shamans drop the powder 4 out of 5 times.

The black dust that the froglok nok shaman in FV drops does indeed just read 'Shaman Powder', but if you cast Identify spell on it (my bard friend did that for me) it identifies as 'Powder of Nok'.

The item may or may not be called "Shaman Powder". Wayback machine appears to confirm that it is indeed called "Shaman Powder", and that all of the powder drops from froglok shamans in FV are similarly named (they are 3 different items, all named Shaman Powder, all identifying differently).

Edit: Okay, it dropped after 4 kills. This still seems off given the above text. In any case, it is named "Nok Shaman Powder" -- this is not the original name, also as per above.
