is the effect rechargeable in some way like with mana battery/toolbox? is that a tinker only thing? dont really want to do the quest if its not a rechargeable effect, thanks

you have to use the vendor trick to recharge it aka sell a fully charged one then an uncharged one, buy them back

( they are lore so you need a mule )

btw it costs around 750 plat or so to buy 1 Rain Caller back, so buying back both somewhat forces you to pay the price of just buying a fresh new one
