What's the ruleset for R99?

You won't make it to end game and if you do there is like 50 max players many have been here so long they are leprous.

-4 level range on who you can attack, ffa
-You can attack yourself and group members (changes aoe strategy for some classes)
-No recharging of items
-No Soulfire for non paladins
-LnS - If you die to PvP you can call LnS and people have to allow you to loot your corpse and leave the zone, you have to leave the zone or they can kill you again.
-Increased exp rate, you get a base bonus plus additional bonus for every person you add to your group.

Those are the major differences between blue/red off the top of my head, I'm sure there are some others.

To clarify: I know the 4 lvl difference, but couldn't find anything in the official posts about whether it was coin loot, full item loot, coin+1 item loot...

Unfortunately it is just coin loot, however you can inspect the gear of the people you kill so you can learn things about them - such as, "Do they have enough CR to resist Ice Comet?" or "Do they equip pumice or run around with 8 bags like a mongoloid?"

There are also a few zones that have no level limit on PvP. Sebilis, Old planes, etc.

Also at level 10, pvp death and killer are broadcast in OOC to the entire server.

Beware of shadowknights masquerading as Paladins of Prexus. I heard if they RP it hard enough one day the staff will reset their class/deity combo!

Half elf warriors of innoruuk are legitimate though, don't mess with them ;).
