Ghost of Ridossan not lvl 35

So I was testing faction hits and killing all the kitty's in kitty city and killed disciple and Ghost spawned and was blue to me at level 60.

He instant HTd me and beat me to death where I stand. Min for 32 Maxed 140 and was hitting like a truck.

This officially popped my Bug posting cherry.

Should point out that the ghost is listed as level 35 in various places, which should not be blue to lvl 60.

Update: he despawned mid fight round 2.

So his 1 min timer is legit but mobs popping after engaged is that a thing?
