do i need to complete the first 7 rings first? and if so, are these the same 7 rings that were given to the dwarf lords - lords in their halls of stone?

No you do not. 8th ring can be directly MQd

I'm pretty sure it was one of the three rings given to the elvin lords. Could have been one of the 9rings given to men though.
