drops from Vulak, has a right click effect: Abolish Enchantment (http://wiki.project1999.com/Abolish_Enchantment) which is the equivalent of the 53 Enchanter spell Recant Magic (http://wiki.project1999.com/Recant_Magic). This is as it was on live, but on red it presents balancing issues.
Hear me out on this, Golem Metal Wands (http://wiki.project1999.com/Golem_Metal_Wand) are nerfed, Trakanon's Tooth (http://wiki.project1999.com/Trakanon%27s_Tooth) is nerfed, Ivandyr's Hoop (http://wiki.project1999.com/Ivandyr%27s_Hoop) is nerfed -- in the name of balance for pvp. But in this case, it gives Necromancers and Monks the exact same spell as an Enchanter with the exact same cast time -- except better for a NEC as it can't even fizzle. Any item in the game that casts a spell has a severely nerfed cast time on it. This presents a balancing issue for the server. Every other item which has these kinds of effects have been nerfed with the exception of this one.
Even items like Wand of Conflagration (http://wiki.project1999.com/Wand_of_Conflagration) got the nerf for the sake of balancing as instant click conflag was considered overpowered.
This might not be a big deal on blue, as 3 second recant magics don't offer a huge amount of usefulness in PVE -- but on red dispelling buffs is one of the reasons enchanters are feared. Rapture, tash and dispelling are an enchanters role in pvp, and usually their only one as their nukes don't land and players stack magic resist over all others.
Golem Metal Wands are still farmed daily even in their nerfed state for their massive usefulness in pvp. This item presents a balancing issue for red, and the precedent is to nerf the item to bring it into balance.
A longer cast time would leave the item very powerful still, and bring it more in line with all the rest of the clicky items on the server.
