finding quests in p99's EQ is not as straightforward as WoW's quest to quest to quest ... shenanigans. there's no map or quest markers on NPCs. I believe this to be one of the greatest strengths of the game: you are a master of your own destiny, and you can go anywhere there are things you can kill and murder them for xp/loots. the handholding takes away that spirit of discovery from most MMOs.

that being said, there are quests out there, but finding the right quest (one that's fully implemented, doable at your level, with a decent enough reward etc) might take some work. Not all NPCs are quest givers and almost without a fail, if you find one that responds with quest text (they'll say [something] so you can ask them about something and they'll have more text) their quest statement isn't 100% clear (there's no map, so figuring out where to go may take pulling out wiki maps etc.).

fortunately the game's been around quite some time, so it's fairly well documented. the best way is to look at the wiki (http://wiki.project1999.com/Category:Quests) and find somethings you might want to pursue. Good hunting out there.
