I used to be a top player on eqlive, it was hard for me to adjust to pvp. My first char went 0-20. I persisted but thats not something everyone can do.

I don't believe it's the player base either because red99 is split into two categories of play -- (1) your in-game toon, and (2) your forum persona. Most people see the forum persona's of people and relate that to the game. I know I've personally shook my head at people on the forums then played with them in game and they were some of finest gentlemen I've gamed with.

Historically any GM that got involved in Red99 ended up quitting or got corrupted so having a lack of GM assistance probably works out for the best -- plus it's red99, red things happen.
