Iksar shaman lvl 51 spells

Is there an NPC iksar shamans can turn lvl 51+ spells into like necros can for the 4 quested spells? I've looked for NPC's that can do the "evil" quests but the only one found is the ogre in OT which I am KoS to.

Dont think there is. I would just get someone to do it for you. Should'nt be hard to find someone:)
