Kilva's Skin Flame

This is not something currently in need of fixing on p99, but is something that should be done in the future.

Kilva's Skin Flame reportedly had the same effect as Kilva's Blistering Flesh until 04/04/01.

Never got a response on a timeline fix but hopefully there will be one for P99s rerolled once blue launches Luclin.
