There's supposed to be a number of aqua goblins that spawn in an underwater tower in Lake Rathe, but the tower and goblins both seemed to have disappeared. All the goblins show up on track, but they are not there. Can't tab target them. See invisible doesn't show them. And there is no tower where there should be a tower. These goblins are required for the Druid Epic Quest.
Did you go down via the tunnels? You may have been above them, hence them showing up on track and you not seeing the tower.
As a side note, I'll hijack this bug report to report that the pathing/AI of these goblins (#14 on the map at http://wiki.project1999.com/Lake_Rathetear) by the underwater tower is crazy. They can melee you from afar when rooted.

You're right. Found them.
+1 on their melee range. The netmasters especially seem to be able to melee from max spell casting range even tho they don't have ranged weapons.

They're archers, even though they don't hold or drop ranged weapons.

There were no projectiles (arrows, daggers, etc), iirc.

But it says "hits you," not "slashes" or "crushes" or "sodomizes," right? That would indicate ranged attacks. Anyway, yeah, most people regard them as clerics or wizards with invisible bows. Have fun!

Logs indeed say "hits you".
FWIW, it also say "hits" even when adjacent to its target:
[Tue Jul 19 16:53:45 2016] Zaber slashes a deepwater goblin for 14 points of damage.
[Tue Jul 19 16:53:45 2016] A deepwater goblin hits Zaber for 84 points of damage.
[Tue Jul 19 16:53:45 2016] A deepwater goblin bashes Zaber for 15 points of damage.
Their delay between ranged attacks was also comparable to melee (~25 delay, based on below logs), which at the time seemed unusually quick to be a ranged attack. Admittedly, I haven't encountered many mobs that used ranged attacks (only other I can think of are centaurs in south karana), so maybe it's not that unusual.
