Rogue Errands Faction numbers wrong

The newest thread on this I could find was here: https://www.project1999.com/forums/showthread.php?t=208500&highlight=rogue+errands indicating that the faction is lower than intended.

Adjusted faction hits for the "Rogue Errands" quest.
Adjusted faction for Prak, Jracol, and Guard Stald.
Added loot and a death emote to Jracol.
