Debugger?

I am running Windows 10 and just received a message stating "you cannot attach a debugger while playing Project 1999". Just wondering what this is? I've never encountered it before until now.

I had this problem also after an update on window 10. couple people have said what to do and uninstall stuff below is what I did.
go to:

xbox app > settings > game dvr > game dvr off

restarted and was good to go.

This fixed it no problem. Thanks Ashintar! =)
