New Human PCs spawn in EFP, after death appear in WFP

I have created both a human war and a human bard. They both appeared as level one characters in East Freeport near the guards near The Port sign. When they die, they reappear naked in West Freeport.

It would make sense that they should spawn as new characters in the zone where they are initially bound.

Not about what makes sense but how things were in classic, need evidence of different original bind / start locations if you want to change it.
