When I put 1 for hot button slot 1 it will allow me to use Jboots from my inventory slot. However, when I put Shift + E it does not use Jboots from my inventory slot.
I've already made sure that I'm using the right bind place in the options as it does work when I use "1" but not "shift+e".

Shift + 1 also does not work. I have already unbound my "switch to hot button page" bind so there is no conflicting keybind.

Let me know if anyone has any ideas why this is not working.
As of right now my 1, 2 and 3 hot buttons on "hot button page 1" are as follows:
1. WC Cap
2. Reaper of the Dead
3. Jboots
I currently set my Hotbar 1: hot button 1, 2 and 3 as follows:
1. Shift + 1
2. Shift + 2
3. Shift + 3
None of these will proc the items that I have set to those buttons...
As I mentioned before If I change the keybind to a non-shift button (such as 3 for Jboots), then it will proc the Jboots, but it does not when it is Shift + 3.
Also Note: I have already unbound the "Hot button page" key binds, so that there are not any conflicting key binds.

Additional Note:
This does work when I use Control + 3. It only does NOT work when I use Shift + 3.

Additional Note 2:
Shift + 3 does work if I set it to something such as "Open all bags". It just does not work when setting it to hot button to proc an item from inventory.
I have the same issue. Clickies in a hotbar slot will not trigger if that hotbar slot is bound to a hotkey that involves a shift modifier key.
Control works. IIRC, alt also works. Not shift though.
Does this work for anyone? Can anyone trigger a clicky in a hotbar with a shift modifier keybind?
If it doesn't work for anyway, it may a limitation of the titanium client.
Tested out of curiosity and in same boat as previous posters.
[Playing on Linux, via Wine in windowed mode.]
I assume client side limitation that we are stuck with.
Figure most people don't happened to alter the Shift-# binds to make them something else and as a result this problem has been mostly undiscovered.
I'm not personally seeking resolution, but if anyone has ideas or further thoughts on troubleshooting, I'd be curious. I like the testing of 'Open all Bags'/etc to help narrow down what aspects do and do not work.
Safe travels, great adventures to you both!

Will other things work? Like can you cast a spell or bind wounds using shift + key? Or does no hotkey work when using a shift modifier?

It has been a while since I set up my keybinds, but I am certain I ran into this same issue. I just switched to using CTRL + <numberpad number> for hotkey activation, and used SHIFT + <key> binds for doing anything that didn't involve a hotkey on the hotbar.

SHIFT was used for changing which set of buttons 1 - 6 set ups you have.
control is where its been used at.

Other things work, bind wound, spells. Only clickies don't work afaik.
Control works. IIRC, alt also works. Not shift though.
I was wrong here. Control+# works with clickies. Shift+# does not work with clickies. Also, Alt+# does not work clickies.
Turns out, you can't even use clickies via mouse when Shift or Alt are depressed.

Yup. I mentioned in one of my earlier posts that you could bind it to something like "Open all bags" and it works properly. It also works when using stuff like ranged attack. It just will not proc items in those slots.

This is particularly annoying because Shift + # is much easier for me to press than Control + # and I am very particular about my hotkeys. I prefer having the most important stuff bound to the easiest stuff to press etc.
