Just wondering if Dwarf or Human will work for a paladin, or I should consider something else? Any particular gear (cultural or otherwise) I should be chasing? Any thing else I should consider?

a few of the higher paladins have occasionally posted that wis is the most important stat of a paladin and i am inclined to agree now that i am in my 30's with my paladin. that would make high elves the best. dwarves really good too, while their wis isn't as high it's still good and their melee stats are solid as well. i hate humans in eq, they are just ugly, but they make fine paladins.

Dwarf and Human both give good service, as do the others. Race isn't as important a question in general for Paladins as it is for the other tank types; in the long run all the Paladin races give pretty similar service. Nonetheless, here are some considerations:

A) Dwarves have the best overall melee stats and decent wisdom, but very low charisma. They have more trouble using the Lull spell line effectively than the other races do. This usually isn't a big deal, but a player picking Dwarf should be aware of this concern.

B) You want 75 base Agility minimum. This affects both Dwarves and Erudites, who should put 5 points into Agility at creation.

C) Paladins who favor Wisdom as their core stat tend to be very high-end players who a) hardly ever tank anymore and instead spend most their time healing secondary groups during raids, and b) often have max or near-max melee stats due to the nature of high-end equipment. Few Paladins reach that gameplay level and most should treat Wisdom as a secondary stat. Wisdom and mana also serve well for players who like to solo or do PvP, but again such are a minority.

D) Dwarves have access to a good-quality crafted racial armor set. Paladins who worship Tunare have access to an alternate epic-quality weapon. In general I wouldn't pick a Paladin race due to gear.

Is off-healing the general raid role of a paladin?

raiding aside - I play a paladin to make big plays and save groups and you don't do that with a few extra hp, but you can do it with a few extra mana. I put my points into stam and I regret it.

That depends on how high-end your raid is. Paladins can and do main tank low-end raids such as Plane of Fear or Hate clears, and they do it well. Sometimes (much less often) they'll main or off-tank in mid-range raids like Halls of Testing. At the very high-end, basically North Temple Veeshan and similar content, Paladins are seldom used to tank except for novelty and instead tend to act as secondary healers.

The hybrid tanks fare best in group and low-end raid content. I would not advise those classes to folks who care mainly about high-end stuff. Note that only a fraction of the P1999 player base participates in high-end content, and most seem to have little to no interest in doing so.

As a Paladin you'll want to carry plenty of cloaks and shields to protect maidens from the weather and help them safely traverse muddy puddles.

paladins main role is to LoH the cleric, so as long as you can do this there is not a superior race choice. that being said, human is the superior race for a paladin. some will tell you dwarves are better but being short sucks if u have to tank

I would like to see if the high end Paladins could tank top tier content. I think they could with the right setup.

However I don't think A or AM have any top tier Pallys anymore. Or am I wrong.

No, rolling an appropriate class that helps the "Raid" is the General Role for a Pally...

Grouping so far it seems like I see a lot more SK's than Paladins and they tend to be really good tanks. I've thought about going Paladin after my Cleric but always wondered why you don't see that many of them.

Not rolling to raid, I was just curious. I have a shaman for raids if I feel the need.

I have a level 60 enchanter and both a paladin and SK in the upper 30's (although I haven't played the SK for a long time) and I believe paladins are much better group tanks. You have useful(!) heals, all of your aggro skills don't actually break mez, and you have absolutely no problems holding aggro even with autoattack off. Most enchanters have at least one maddening experience with shadowknights, where shadowknights throw disease cloud on every mob and mez is useless because mez is constantly broken from dot ticks. that scenario is simply impossible with paladins. in fact, on a charm break, etc. you can tab over, toss a stun, and save the enchanter some punches to the face without interfering with any of the enchanter's spells. No other tank can really do that.

Tunare paladin for fiery defender.

But really, you will feel more welcomed as a rogue. Like shinko said.

Half elf tunare paladin. You do not suffer from lack of strength like an elf but you get almost as much charisma (important for splitting with lull). And half elves generally look best, no competition.

Why would somebody interested in playing a paladin have any interest in a rogue? The two classes appear to be absolutely different.

Also pretty sure Firey Defender is not Tunare specific but I may be wrong about that.

They do look great in plate, but they are sorely lacking in the barrel roll department
