Other than timing Stun or Flash for when mobs hit camp, is there anything else that can be done to get aggro as soon as possible?

Tag it with an arrow.

Tag it with an arrow.
That rarely pulls aggro on Incoming in my experience.

Heal the puller.

Root it and be sure to be the one closest to the mob. You *will* have the aggro.

As was mentioned, heal the puller. All the mobs will be on you, then you can root cc, position your mobs, or do whatever you need to do. As a paladin you are in control of the field.

stun is fine, if mutiable are INC a root is fine just be careful with casters.
Save the Flash for when its in the camp

Reroll a SK and use their poison dot? That's usually good.

If you're 55+ then casting Wave of Healing will get you huge AE aggro. Great way to have a crowd of mobs peel to you instantly.
For single pulls I just tag with an arrow and time my stun to land when the mob arrives at camp. FoL 1-2 times after that.

stand in its path between the puller and the mob, once it gets in melee range it should stop and attack you unless the puller has higher agro than proximity/jav agro
any melee jumping on the mob right away will get agro tho until you finish casting your first agro spell

reroll SK and enjoy the snap agro ability of disease cloud!
but for a pally, it isn't too difficult to pick up agro if you flash of light in the mobs face & utilize your stuns & taunt. If all of that doesn't work, maybe you need a weapon that procs good agro too. But flash of light and stun should be enough.
the root idea mentioned is good if nothing else is working.

You don't have to time your stun at all, just cast it as soon as its in range and if it gets stunned thats fine it will walk to you in a few seconds when it fades. If it gets resisted, double aggro.
I always stun on the inc and flash when the mob is positioned.
I rarely ever swap to my bow.
As the paladin you should also be watching the chanter's pet to break because as soon as it does, it is your job to stun it and take aggro.

on live i didnt pull with my bow; i used the lvl 51 nuke for that; save a tree, use fewer arrows!

What Pyrion said... on live I always used to pull with my DW bracer... I gave up using FoL as soon as I could stun tbh... never had a problem with holding aggro.
