Wiki says there the "least hated race" of the necros, but can they do the bone chips quest in Kaladim? I do believe it's at the warrior or paladin guild.
On a similar note, orc scalps in high pass? Without needing wolf form.

Its at the Paladin guild in North Kaladim
I don't know of anything you can kill to just raise faction with them, but if you aren't KoS I think you might be able to do this quest.
edit - according to the faction wiki he's on the clerics of the underfoot faction.

A human necro can't, so I kinda doubt a gnome necro would be able to. But maybe gnomes can because they were both created by brell serilis?

Necros are the antithesis to the paladins. I think this is hopeless. But there are a lot of other bone chip quests around. Maybe the freeport one would be the best for you (not sure how much xp it is worth): http://wiki.project1999.com/Bone_Chips_Quests

Just be an Erudite, spawn in Paineel, farm there, and venture out when you get bored. Why be a gnome when you can be an erudite? Nonsense.

If you want to turn your bone chips to xp the best thing to do might be to sell them and then buy something like orc/gnoll scalps or goblin left ears, which might be easier to turn in?

is wolf form bugged? I conned a guard in highpass whilst in wolf form and I was "threateningly" ??? I thought it made you indifferent! :(
human nec (bertox) for reference.

Several things affect faction, only one being your race. There is religion and class as well. And of course your prior acts towards that faction. Don't expect the paladin guid to ever welcome necromancers with an evil god (unless you do some really serious faction work).
