So I've tried everything I've seen on this site, Dumped Vista for win 7.. Nothing seems to fix the issue.
I can go anywhere from 5-20min before everything is so choppy, does not matter what zone, or what im doing. If I leave it alone for 5-10min it will come back. I'm starting to wonder if installing the Secerts of Fay version might help (not sure what mods would be requried to make it work with project 1999)

Set your affinity to one CPU, run EQPlayNice and cap your game's FPS to 45 in the options menu.

I have WINEQ2.0 installed now and have run that with Setting it to one core, is there something i need to do with this eqplaynice then? I've also tried setting fps to 50 while running wineq2.0
Thanks Bukujuju

EQPlayNice includes WinEQ2, so you don't have to do anything with that. To clarify: are you capping the FPS with WinEQ, or with the EverQuest client options menu?

You're going to have more problems using any client other than Titanium.
In WinEQ's options you should be able to turn EQPlayNice on or off.

I've set 1 core in MSCONFIG
I managed to play for about 10min before cpu spiked to 100% and stayed like that for 15min, before i logged out.
Currently mu EQ play nice options

Use EverQuest itself to set a framerate limit. Try it without WinEQ and cap to 45 FPS in EQ's options and see what happens.
