Faction Question

I am an old time live player (quit in 2005 after finishing Planes of Power). Back during Kunark on the live servers, it was possible to grind faction backwards to a point that if you "bottomed out scowls" it would roll over to being maxed out, or "Ally". Specifically, I am referring to the Venril Sathir faction lost while killing mobs in Howling Stones (Charasis). I had actually fought there so much that I became ally with Venril Sathir, which is the faction associated with the town/dock area in The Overthere zone.

My question is this: Will faction work this way when Kunark is first released or will it be fixed (as it later was on live)?

I just discovered p1999 today, so sorry if this has already been addressed elsewhere. I quick search of the forums did not present an answer. Thanks!

And yes, that's how the scorpions are supposed to be.
