I believe most dungeons on p1999 have a respawn time of 24 minutes except for Lowerguk which is 28 minutes. But not all of the other dungeons had 24 minute spawn times.
Sol A has a 19 minute respawn time according to this guide (http://www.cs.utah.edu/~retrac/everquest/solA-guide.html).
When I was hunting in Sol A, the respawn time was 19 minutes, but I've read that it changes depending on how many people are in the dungeon.
Some uncertainty in the estimate but I think its better than nothing. This guide was created on 1/30/01 (http://monklybusiness43508.yuku.com/topic/903/t/New-guide-to-Sol-A.html) which is Early Velious era so its not 100% proof that it was 19 minutes in classic. But is there a record of Verant changing dungeon spawn timers?
Upper Guk has a 16.5 minute respawn time according to Jekhar's Guide to UpperGuk. (http://bcope1.www6.50megs.com/monk/guides/upperguk.html)
The spawn time in guk is about 16.5 minutes, and everything spawns according to this clock. All spawns are standard everquest spawns, except the ancient croc, which has a very odd spawning pattern which I'll discuss in a seperate section
