Since the skipping stone has been nerfed what do bards use to pull with now?

Javelins.
They aren't too expensive to make with blacksmithing either. It is a great way to burn a lot of time and develop carpal tunnel.

Singing Steel helm is good if you're 45+.

Why not use bellow song? Too short range?

Depends on your level.
Slow, snare, targeted debuff/dot, melee, throwing items.
If you're 55 occlusion of sound unresistable resist debuff is great.

Pull what, and around what level range? If grouped and you need to split just calm and chant work or oos. When I gathered a kite usually just got in range with body agro or chant while running by mobs.

at your level...
bellow for range
dispel song for lower social aggro radius but lower singing range once you get it (i'm pretty sure non damage tagging sources don't social as big of a radius, at least that's how classic should be? it's been a while since i played a puller.)

Until 30 when you get your first chant, I would use proxy agro to gather mobs. If you need to get some distance at 23 the snare is 150 range. You should be able to just run with selo's then back up when you see a nearby mob agro and not worry about damage and just outrun your kite. You can use sit agro to increase your agro range, but try not to get hit too often because you'll take max damage while sitting.

My problem with disenchant for pulling is the range is much shorter than snare or chants. They all list 200 in the wiki, but disenchant is more like 100 or 150.
EDIT: Plus, pulling with snare separates multi-pulls nicely. (I know it's for swarming, just adding that.)
