Supposed to cost 300 mana to cast. Actually costs 750. Can this be fixed?

They are.
One is the cost of casting the spell (300)
One is an effect from the spell (-750 drain)
Basically, the spell does two things for everyone in your group. Evacuate them to entrance, and as a penalty, drain their mana.
Torpor had a similar mana drain per tick in early Kunark (-50/tick). Unfortunately P99 never got to enjoy that extremely classic version of Torpor. The spell is way more balanced when it drains 200 mana on whoever it's casted on.

Wizard spell Evacuate seems to charge all party spellcasters mana when cast. Data:
Object: Level 57 wizard spell Evacuate

Effect: Casting the spell drains mana from all party spell casters.
Narrative: When the intra-zone travel spell Evacuate was cast to move the party to the zone out area all party casters experienced a mana drain similar to casting the spell themselves (mana drain of approximately one bubble to a 56 cleric with 200 wisdom). The same bug was experienced previously and I incorrectly reported it as the spell Succor which is a similar effect druid spell but does not seem affected by the bug. This second incident confirms that all mana-users are affected including the party's bard.
Speculation: Conversation with the wizard brought up the possibility that a coding error was introduced when the spell was changed to reload the zone to clear aggro recently.

If the spell drains mana, will those who've not enough mana to be drained be left behind?
No, if you do not have enough mana or no mana at all the spell will still work.
This is how it has always been, nothing has been changed.

yep, there is mana to use and then an additional mana cost that everyone in the group (including the caster) must pay. If you are not the caster pay attention the next time you get succored and you will see that you take a mana hit.
