Actually, I think he's a 6 hour-ish spawn. Hopefully the devs will change this. Check it out:

"I don't know what his respawn is on live, but it was less than a day, but more than an hour."

Information is a bit sparse. There are no references to Nortlav in the patch notes, at least up through LDoN. It does look like respawn is around 6 hours for Echo of Nortlav, which is a direct clone of Nortlav the Scalekeeper implemented in The Hole update that removed Yael. They're very likely to be the same spawn time. Even if it's not definitive, it's much more likely to be 6 hours to match Echo than whatever the devs here guessed.

I am pretty sure Nortlav is on 7 days (with variance?) and that is pretty classic

I think you're right that Project 1999 currently has him on a 7 day timer. For classic, though, all the evidence I can find points to a 6 hour-ish timer. Has anyone found any evidence that indicates a 7 day timer for classic?

can you post your evidence that shows the 6 hour timer so we can then get him changed according to your research?

That's everything out there. There's no definitive, official "Nortlav the Scalekeeper: Respawn 6h 0m" statement. It just doesn't exist. There's a few comments I left out because they're redundant, like:

http://everquest.allakhazam.com/db/npc.html?id=6364
Jan 02 2004 "As for Nortlav's respawn time, it is WELL under 24hrs."

I searched every combination of Nortlav, Scalekeeper, Echo, pop, respawn, spawn, time, hours, days, Hole, etc., clicked every link from there, searched again for all the terms on each page, checked the patch notes from release to 2007. I'd be extremely impressed if anyone found anything substantial contradicting ~6 hours.

tl;dr: definitive proof does not exist but evidence overwhelmingly points to 6 hours.

The last time Nortlav the Scalekeeper was listed as spawning in The Hole on Allakhazam is June 2003:
https://web.archive.org/web/20030604215805/http://eqbeastiary.allakhazam.com/search.shtml?id=6364

By July 2003 he's replaced by his Echo:
https://web.archive.org/web/20030912224447/http://eqbeastiary.allakhazam.com/search.shtml?id=6364

Comparing all the time stamps it looks like Echo of Nortlav is almost certainly 6 hours, but there's only two comments from before July 2003 (which means Nortlav the Scalekeeper): radda's "[Nortlav the Scalekeeper] is a 24 hours spawn" and my "this guy is almost always up," which could go either way. That means either Nortlav the Scalekeeper was 24 hours and the devs reduced the otherwise identical Echo to 6 hours, or they're both 6 hours and radda's guy was mistaken.

6 hours still seems more likely to me, but having the date of the change to Echo makes it more ambiguous versus 24 hours.

Still not a week, though.
