Venril Sathir's respawn should be cut down to 3 days. Per the April patch.

I helped kill the triggered Venril one night, and needing him myself, went back with my guild the next day. After 25 hours and 40 minutes after his death, he spawned again. From other times spent in Karnors, I think VSR spawns every 24 hours plus or minus 2 hours. He spawns outside the room where the real Venril Sathir spawns, in the arena area.
From what I have seen, here's how he spawns. (I camped him mind you).
After the real VS dies, he can spawn any time within 24 hours.
After the pseudo-VS (triggered from remains) dies, he spawn exactly 24 hours later (this part is true, plus or minus an hour, he seems a tad late when I camped.
Should be 3 Day normal VS.
24hours later, VSR spawns
24 Hr +/-1hr after VSR death, new VSR spawns
VS despawns VSR when he spawns if VSR up

Definitely could use a fixing.
First we didn't have classic green stone drops, next we don't have classic VSR. Druids and Rangers keep getting forgotten!

We have increased the spawn rate of Venril Sathir and his skeletal remains. Please note that only Rangers and Druids will be able to trigger the spawn for the skeletal remains, and those remains will only be dropping items for those epic quests. Hopefully these changes will dramatically reduce the competition and resentment over this spawn.

Dance of the Fireflies is druid/ranger spell only, and the summoned globe is no trade. I think that's what is meant there.
As for the scroll, I found this post on allakhazam so it could be that anyone can do the hand in:
Just thought I would report my findings on VSR as of March 28th, 2003. We took down VSR with 7 people. a 60 warrior, 61 shaman, 62 mage, 55 druid, 56 cleric, 51 druid and 49 cleric. Easy enough tactics. Tank turned in the rez scroll.

Split Paw dropping in Karanas has the same clicky effect, so theoretically a non-druid/ranger could acquire the Firefly globe. But I guess if that clarification is made in the patch notes, it should eat the turn ins unless turned in by an appropriate class.

No the March patch was basically 1 VSR per 1 VS spawn. So the second line is correct in my post which you quoted "24 hours later, VSR spawns". That part is working correctly on P99.
The thing that changed in this bug report is the 3rd line. VSR should respawn after the death of a previous VSR about 24 hours and some variance. Allowing for multiple VSRs to spawn inbetween real VS deaths. Example case:
VS (Normal) - Dies at 1 PM EST on a Friday
VSR spawns at around 1 PM EST on a Saturday, and is quickly dispatched (10 min kill, 1:10 ToD)
VSR #2 is in window from 12:10 - 2:10 PM EST on a Sunday. Let's say he spawns exactly in the middle at 1:10 and is quickly dispatched (within 10 min again)
VSR #3 is in window from 12:10 - 2:10 PM EST on Monday. ***
VS (Normal) is in window from 5AM - 9 PM EST on Monday ***
***If normal VS spawns before the 3rd VSR, the timer is reset. If VS spawns while VSR is up, the VSR should despawn. I would **guess** if you've already turned in either pieces and Spirit or Fake VS is up when real VS spawns, nothing happens to the triggered VS.
So the main difference is the bolded bullet points. Those aren't currently taking place. We are only getting that first spawn after 24 hours from real VS death and no other spawns.
See my original post for evidence. It indicates either 1-2 +/- variance on the subsequent VSR spawns.
First VSR should be about 24 hours from real VS death
Second VSR should be about 24 +/- 1-2 hours from previous VSR death
Third VSR should be about 24 +/- 1-2 hours from previous VSR death**
This third VSR is going to be hit or miss because of how our variance works. A 3-day VS spawn means his 16 hour window is going to be in the middle of the 3rd VSR's window.
So half the time VS will spawn before the 3rd VSR will, resetting VSR's timer to be based on the real VS death. The other half the time VSR will spawn while VS is still in window and will get killed, then VS will spawn shortly after, restarting the VSR timer...
I hope this is more clear than it sounds in my head.

It's pretty confusing tbh. I never played a druid or ranger on live, and I have a test case running for today on my development server so I'll see what happens.
Essentially, the VSR spawn is based on venril sathir's spawn and death.
If all that changed was venril sathir's respawn time, and vsr should spawn 24 + +/- after vs death, it should work as expected. If there is more to this, and the timer of the VSR should change from 24, will need more details.

The most simple way to think about it is its 24 hour +/-1 from either VS or VSR death.
Previously it was only from VS death.
The April change allowed more VSRs to spawn 24~ hours after other VSR deaths is all.

I would guess that the Spirit of VS has some sort of despawn timer on its own (this is the one spawned when handed the firefly globe). So he shouldn't remain up for another VSR spawn. Likewise the fake VS should be long death before another VSR spawns.
The only thing that should depop, is VSR should depop if normal VS spawns.

The triggered version lasts ~20 minutes if unaggroed from what I've seen. Which means there could be a scenario where you trigger fake VS and wipe during real VS' window and he spawns.

I'd think once you trigger beyond the VSR step, into the Spirit or the fake VS, it should stay up regardless of real VS spawning.

This is what I think would be the best way to change the text without much else changing.

While this is great to hear - I have one additional request if possible.
Would it be too much to ask for a text pop when the first person hands in the firefly globe to annouce who actually got the turnin? I know this might be less of an issue with more VS/VSR incoming but would be nice. Also, maybe in addition he starts rejecting people's globes after the first turn in?
As it stands now, everyone sits around spamming globes waiting for him to spawn and then lawyerquests about who actually got the turnin, while someone eventually mobilizes and goes for it, especially if there is any competition around.

If they could make it refuse turn in's after the first, they woulda done it already for Ring 8 and Scout.
Text trigger would be nice though.
It should work itself out though - people were afraid the Undead Bard would have this situation but he's left up all the time now. With VSR spawning as often as that and dropping 2 stones, I think the backlog should clear quickly.

Also, Knights are on the wrong hit table and tracking doesn't work on players. (properly)
