Illegible Cantrip quest bug

Pretty sure this isn't supposed to happen. Turned in cantrip with 8 agnostic magician in Freeport, Tara Neklene cons amiable, she tells me "I have yet to prove my worth" and eats the cantrip. Screenshot:

Quest has been broken for quite some time don't see them fixing it

The cantrip quest doesn't seem to have a faction requirement at all. For the illegible scroll turn in, Tara was requiring kindly instead of amiable.
