Not sure about East Commonlands or any other zones.

But in West Commonlands...
In the original EQ if you caught bears, spiders, willowisps (and perhaps more) spawning you would see like 3 or 4 in the same random spot and the would be moving from the onset and go off in different directions. This was only for the "wild" spawns that were wandering monsters and had nothing to do with any static spawns.

In P1999 it only spawns 1. I think this part of the reason it appears to be so barren.

This is likely true with other zones but I haven't paid that much attention.

Was this intentional?

This was true on live, but only part of the time. The GMs/Devs could double/triple/quad the spawn ratio in zones on demand. They generally did this at new server releases, when populations were extreme, and had peak player times where the spawns would do this, then tailor it back as populations moved toward higher levels.

They only did this with lowbie 1-10(? on exact top level) style mobs. I remember Quellious launching and about 20 people bursting through these mobs only to have an overcamped Oasis of Marr because everyone hit the level to camp there around the same time.

The only reason to go through that much effort/coding though would be if P99 plans to launch servers more frequently. Too much of the server populations are already past that point.
