Phenocryst is immune to charm?

Phenocryst is lvl 58 and should be charmable with Dictate. I remember on live it was an enchanter 'freebie' as the faction to finish the quest only required being charmed by Dictate for turn-in.

Is there a specific reason by it would be triggered as 'charm immune' it's not a specifically resistant mob and it's lvl 58, it falls directly into the wheelhouse for Dictate.

2002 comment, maybe it was changed at some point? Will need to search for an earlier post indicating it could be charmed.

a friend of mine tried to do the 1st part of the quest with dubious faction, he called me for help, thinking an enchater 60 could charm Phenocryst but when i casted, it says "this NPC can not be charmed" ....
well, no way to change that :(
