Health not regenerating properly

I can understand some health maybe dropping back a point or two once it has advanced. I get that part. What I don't get is that it will drop back 11 points, move forwward about 10 or 11, then bounce back and forth. Seems to move forward VERY slowly on it's own. No conversion or regen on.

The above would be on Azmodious on my account so far(Ttarkatt). Haven't been on other toons much to notice it.
