Appears to not be working correctly. Cold based with a -100 mod, regularly resisted on people with approximately 100-120 cold resist (0-20 adjusted cold resist with the mod).

wasn't the resist adjust added the same time they changed lure's to the resist adjust system? ie. frostreaver was always a "lure," but wasn't explicitly stated as a resist adjust until that mechanic was added?

Yes Resistadj was added when they changed that system.
Spdat lists lure as "Very Hard to Resist", so it's not quite a "lure", but harder to resist than normal. There is also the classification "Hard to Resist", which is on Enticement of Flame and a few other NPC casted spells.
When you open the spdat is EqCaster, there is a column Base 2, which lists this as -125. I think this is what it should correspond to as far as a Resist number with Lure of Ice being on the other end at -825.
