I am pretty sure that's his name. He's in the bard's guild in Freeport. He asks if you'd like to deliver mail, and when you accept, he asks which location you'd like to deliver the mail to. If you reply with, "I will deliver the mail to Kelethin (Qeynos, etc)," nothing happens.

Pending update, changed acceptable text so you can use 'deliver to qeynos', 'deliver mail to qeynos', etc.
