Cinder Bolt not working properly

Using Cinder Bolt in crystal caverns at geods camp. Cinderbolt will not fire up the ramp incline even when standing near a mob.

Scars of Sigil and Seeking Flame of Seuker also impacted by last patch. The majority of my casts are doing no damage and never hitting. This even fails when standing literally on top of a mob.

It's all bolts as far as I can tell on my Mage.
