Personally, I think they should make steroids mandatory. Or create a performance-enhanced league of drug-fueled monsters. Shit would be awesome to watch.
Provided they also had a clean up program afterwards.
I'd like to see people so juiced up in UFC that in between rounds it's like Street Fighter and they pummel a car to pieces with just their fists.
I would agree with you it it wasn't for these tidbits:
- the dude has a therapeutic use exemption in multiple states for his anxiety disorder (which is pretty apparent when you watch one of his interviews, dude is nervous as fuck)
- he wasn't under the influence during the fight
- weed is not a PED. At best it can help with chronic pain, does almost nothing for someone getting punched in the face - any positive effect is offset by far by the fact that being stoned while being punched in the face is the worst way you could cheat at a fist fight
- the commission took 3 tests, 2 of them were way below the threshold values, yet they ignored them both in favor of 1 positive test, which reportedly had critical errors in the collection procedure
- they stole 1/3rd of Nick Diaz's fight purse (500.000 USD), 165.000 USD in the process
- Anderson Silva, the guy he was fighting, was under the influence of 2 PEDs (steroids to be exact) fighting him, and got away with a 1 year ban.
- The out of competition drug test that was collected a month prior to their fight also tested positive for PEDs, miraculously the results didn't come out until a few days after the fight
Bottom line is, the NSAC gave themselves some huge paydays, and this whole thing looks super suspicious at the very least. They let the fight happen despite 1 person being on PEDs, make money off the fight, then make money off of both fighter's fight purses by fining them, and lay on extra punishment for people who come to a hearing prepared and lawyered up to be protected from the (apparent and obvious) corruption that is going on.

Awesome pic. It's a bullshit decision. His lawyer is appealing. Even his fellow fighters and previous opponents like Sanchez think it is stupidly harsh.
