You have to talk with Loremaster Snarl in Thurgadin at Statue Room, when you tell him : "can you tell me the name of a slain dragon"
He most starting walking to the library, but nothing happens ...(or starting a weird pathing around the statue)
and if you say : "black" , he do nothing too
