Exe Axe doesn't proc until 30 so definitely up until that point, and it's still better after 30 unless you have another haste item like an FBSS.

23/48 with a level 30 proc is not even close to as good as a Mith 2h.

The 78-90 damage absorb is a godsend for soloing. With 6-7 procs per fight it's like healing yourself for 300+ points. You can attack a bunch of green mobs to gain your health back too. Plus the added bonus of +29 str for more damage. For only 500pp it's one of the best Warrior 2H slashers in the game.
