Was in permanent bear pits last night duoing with a lower level Druid guildy of mine. I kept noticing my level 56 root spell engorging roots was being overwritten by the lower level spell Engulfing roots. Please fix

I believe, roots should overwrite any root. IE a level 5 Grasping Roots should overwrite a level 56 Engorging Roots. Example:

I got this item when i was level 53, and its one of the coolest things i've ever gotten. I love to go to Colbat Scar and get 3 or so wyverns after me, then i systematicly root them with the fastest root (the one with 1.8 cast time and 100dd) and when they're all rooted, i summon my horse, then cast my dot spell on 1 wyvern, and then click dot (ES vambraces) all 3, then i root all 3 with my warden symbol of tunare, then reapply click dots and one big dot to 1 wyvern when they wear off, constantly re-rooting with the click-necklace. doing this i got to level 54 in a flash, seeing how as i was on horse back i was constantly meditating, i could kill off 3 and have 50-60% mana left. Its a great tactic if your quading and cant find a full 4, but if you dont do it just right it can be really dangerous, the horse is slower than sow (cheapest white) and takes longer to get up to speed, so if a root does break its best to un-click horse buff (being careful *not* to click off sow/soe *ouch*...)

So basically you were able to root a mob with a high level root and then overwrite with the low level root during Luclin. I'd imagine it's the same as classic. Root is just root. It's not something like a snare or slow with a percentage where the game takes the highest.

In summary - This is working as intended.

root is more similar to mez, currently in game the highest level mez sticks, while not allowing lower levels to overwrite

I'm pretty sure the converse is true on P99.

Dazzle can be overwritten by Mesmerize, but not the other way around. In fact on P99, casting AE Mez overwrites any longer duration mez.

But I think this is not classic.

Mesmerize and Root should both be allowed to be overwritten by another tier of the same line of spell from the same caster. Either going up or down in tier should work.

What I'm not clear on is whether this worked on your own spells or whether a level 50 Druid could overwrite a level 60 Druid's root. I'd be inclined to say yes, the game just cares about root, not duration of level of spell.

I think on live it was level based. A level 60 casting mez could not have their mez over written by a lower level using the same line of spells. Thought this worked the same way here?

I know I've overwritten level 60 enchanter's Dazzles with my level 46-51 Enchanter using either Mesmerize or Mesmerization. Much to their chagrin.

I can imagine it's correct that a lower level character shouldn't be able to do this. However a lower level spell should have 0 issue overwriting a higher level one when cast by the same player or a player of equivalent level.
