Shammy outfitting questions, level 40, 3kish budget

Heya folks. Messol from blue here, you may have seen me hawking potions for like three weeks straight.

I'm splitting profits with my cousin who plays a Shammy, I got more time to be idle than he does so he makes em and I hawk em.

Anyways, I've bought myself nice things and now its time to make good on the deal, I need to buy him equipment. He's level 40 Iksar Shaman, and honestly has mostly scaled mystic.

Yeah I made a google sheet. I can't get the Magelo wiki to save for some reason. Anyways, I have roughly 3k to spend on them. I can get more as it goes, but that's about my budget for now.
What's most important to upgrade now, and should I blow it on a single item or are there some 300 plat things I could invest in to spend more wisely?

whats the lads play style? solo...grp healer?

his existing gear is somewhat bland!

if hes gonna solo hes better off with 2hander, pwc or a proc hammer.

or you just going for wis build to give a big mana pool and make him a grp whore? :P

We duo, his shaman and my druid. We'll likely group as we can, but otherwise it's a lot of duo/soloing.

In this role I tend to double dot and snare, he sets his dog on em and also dots. If dog dies, he sometimes needs to tank it out if we are in a high add zone.

I bought a platinum sapphire necklace, +55 mana + 55 health, since he can Cannibalize it. Seemed like a good investment? Blew 1.25k on it, going to try for possibly a froglok chestplate next?

Get either 4/45 or 5/55 HP rings on that shaman ASAP. Also, tell him to stop being lazy and start his epic. He gets an awesome shield that can be soloed around level 30, and insta-SOW boots if you guys can manage some high levels to kill Black Dire.

just buy these, dont bother trying to fight in kael, mobs have too many hps.....Giant Scalemail Sleeves....
(ivory collar is cheap in ec)

yhour next upgrade is to start collecting velks drops from sellers. someof it goes for ~600p need to farm some plats first!
