Cannot play an Iksar...

My friend is trying to make an Iksar and he is getting the message "you will not be able to create an iksar unless you get the ruins of kunark expansion". I've no idea what to do, I cant even get one hit searching for those words on Google.
He has a halfling druid which works fine btw.

Yeah I can't make one either, seems impossible to create an Iksar at the moment.

Well.... Did he purchase ruins of kunark ???

Had someone else try making an iksar, same message. Global extinction of the iksar is upon us.
