That's actually the date Lucy went live, not the date the spell was added.

New Teleport SpellsNov 9th, 2001 at 3:02 PM by Allakhazam

Not mentioned in the patch notes are several new teleport spells that are now available. Druids can now self-teleport to Wakening Lands, Cobalt Scar and Great Divide and can both self and group teleport to Surefall Glades (about time too). Wizards get self teleports to Wakening Lands and Great Divide and translocations to all the Velious locations. Get the Wizard Spells at Solusek Ro and the Druid Spells in Greater Faydark.

Which means we're not gonna see Velious ports when it goes live on P99? IIRC it was pre Luclin (dec 2001) patch.

Unless they decide to go against the time-line, no we will not. AT least not right away. This is of course a GM/developer decision though so don't take my word for it.

You could always teleport in velious, but you had to first visit the zone, if i recall, or something to that matter.

I could be way wrong though, its been a long time.

you needed a tooth or something to be eligible to port into deeper locations, and you got it by visiting that location the hard way

I recall seeing it on the project 1999 wiki Druid spell list. It's not bold and indicates "vel" so I would assume it's to be added later.

Just an assumption tho.

....

I'm sure someone will ask about the Velious teeth, so here goes. Cobalt Scar was the only tooth necessary to port to all the dragon ring locations. If you obtained the tooth of the great divide, you could be ported to great divide. If you obtained the Wakening Lands tooth, you could be ported to WL or GD. If you obtained the tooth of the cobalt scar, you could be ported to CS, WL, or GD. There was no restriction on Iceclad.
